NC Law Requires Sex Education

The Competitive Abstinence Education Grant Program is aligned with North Carolina’s Healthy Youth Act, passed in 2009 by the North Carolina General Assembly.   The Act requires school-based Reproductive Health and Safety Education in public schools. According to the Healthy Youth Act, local school systems are required to include the following in instruction in grades 7 through 9:

  • Abstinence

  • Transmission and prevention of sexually transmitted infection (STIs) and HIV

  • All FDA-approved contraceptive methods

  • Sexually assault/abuse awareness and risk reduction

The Healthy Youth Act requires all information to be medically-accurate and based on peer-reviewed scientific research.
